1. buy a paypal log, could be from a vendor or an auto-shop
2. Get another active paypal to withdraw the funds from.
3. the withdrawing paypal must have transaction and should not hold the cash.
4. create an invoice with the withdrawing paypal, and send to the paypal log.
5. pay the invoice using the log
n/b do not exceed 200 usd, you can repeat the processes as long as the withdrawing paypal is alive as it will eventually get limited.
